Alberta Indigenous Leaders Express Feeling ‘Slighted’ by Bill C-5

As Prime Minister Mark Carney’s inaugural session of Parliament nears its conclusion, Liberal MPs are advocating for the urgent advancement of Bill C-5, a pivotal piece of legislation aimed at expediting approvals for major industrial projects. This bill grants the federal cabinet the authority to bypass various statutes to fast-track significant initiatives, including mining, pipeline construction, and port development. Subsequently, under this proposed law, the government would have the capability to designate projects in the “national interest” and guarantee approvals within a two-year timeframe. Despite facing considerable criticism from environmental and Indigenous advocates, Bill C-5 enjoys backing from both Liberal and Conservative MPs, suggesting a bipartisan effort to push it through the House quickly.

The criticism surrounding Bill C-5 predominantly focuses on its rushed timeline and insufficient consultation with Indigenous communities. Prominent Indigenous leaders, such as Grand Chief Greg Desjarlais of Treaty Six First Nations, have expressed concerns regarding the government’s failure to engage properly with affected groups. Desjarlais emphasized that the consultation process appears to be tailored to favor government objectives rather than adequately considering Indigenous rights and perspectives. Chief Troy “Bossman” Knowlton of the Piikani Nation echoed these sentiments, stating that the rapid progression of the bill threatens the cultural and historical heritage of First Nations—a legacy spanning thousands of years.

With the prospect of the House rising until September looming, many Liberal MPs are pressing for Bill C-5 to be addressed immediately. MP Karina Gould articulated the necessity of establishing a balance within the legislation to avoid potential court challenges that could arise from inadequate consultation and perceived injustice toward Indigenous populations. Gould’s remarks reflect a growing sentiment among Canadians, who express a desire for timely approval of significant projects, yet highlight the challenges of reconciling development with environmental and social responsibilities.

The level of support for Bill C-5 among Liberal MPs appears robust, with many citing the necessity for swift legislative action. MP Marcu Powlowski argued for the urgency of passing the bill without further delays, suggesting that opportunities for amendments can occur post-approval. His comments underscore a prevailing belief within the party that the legislation is essential for navigating the complexities of major project development in Canada. However, this sense of urgency is met with caution from some members who advocate for a more considered approach to the bill’s finalization.

Some Liberal MPs acknowledge the principle behind the legislation but advocate for cautious progression rather than unchecked governmental power. MP Nathaniel Erskine-Smith emphasized the importance of implementing safeguards to prevent excessive governmental discretion while still aiming for efficiency in project approvals. This sentiment suggests that while there is a consensus on the necessity for expedited processes, there remains significant concern regarding the potential socio-environmental ramifications of such a legislative framework.

As the current House sitting is set to conclude by Friday, the Liberal government’s eagerness to see Bill C-5 passed remains palpable. The discussion surrounding the bill captures a broader dialogue on the intersection of economic development, environmental protection, and Indigenous rights in Canada. With proponents urging swift action and critics advocating for measured consultation, the ultimate fate of Bill C-5 may significantly influence the dynamics of industrial development and its impacts on Indigenous communities long into the future.
