Evacuating Gaza’s Children to the EU: Ethical Responsibility or Security Concern?

The humanitarian crisis in Gaza has reached critical levels, with over 15,600 residents, many with severe health conditions or injuries resulting from ongoing conflict, desperately needing medical evacuation. Since the Hamas-led attack on October 7, only a fraction—fewer than 350 evacuees, primarily children—have been able to reach the European Union for essential medical treatment. Despite the overwhelming need, countries like Germany, Denmark, and Austria have been slow to respond, either accepting few patients or refraining from welcoming them altogether, citing security concerns related to migration policies. This reluctance is compounded by the broader anxieties surrounding migration across many European nations, as indicated by Belgium’s Deputy Prime Minister, Maxime Prévot, who underscores the moral and legal imperatives that ought to drive action toward assisting these vulnerable families.

Doctors Without Borders also expresses profound frustrations over the limited options for evacuating patients, noting that political considerations and fears about future implications are hampering progress in finding willing host countries. Dr. Hani Isleem highlights that the primary challenge lies in the balancing act of ensuring patient safety and fulfilling the legal and political responsibilities of the host nations. As the already fragile health system in Gaza continues to deteriorate due to ongoing Israeli airstrikes, with remaining hospitals confined to offering basic life-saving care, the urgency of these evacuations has only escalated.

In the aftermath of the escalation of violence following Hamas’s assault, substantial loss of life has occurred, with Gaza health authorities reporting over 64,000 Palestinian deaths, including many women and children. Notably, Italy has emerged as a crucial player by accepting 187 evacuees, followed by Spain and Romania, which have taken in 45 and 42 patients, respectively. However, organizations like the WHO stress that these efforts fall far below the threshold required to address the dire medical needs of the population. Italy’s significant evacuation operation demonstrated a commitment to humanitarian aid, with 120 individuals—including many children with severe health issues—being prioritized for treatment.

Countries like Denmark and Germany express hesitance, adhering to stringent immigration policies while grappling with concerns about national security potentially influenced by complex Middle Eastern dynamics. Danish Prime Minister Mette Frederiksen has articulated a firm stance against changes to immigration policy, underscoring the perceived societal risks posed by past cohorts of Palestinian immigrants. Similarly, Germany’s limited response has garnered criticism, particularly from local officials who highlight the intersection of health crises with security dilemmas exacerbated by ongoing unrest.

France’s approach has been characterized by caution as well, having suspended its intake of patients from Gaza following an investigation into a Palestinian student’s social media activity. This underscores the complex interplay of health diplomacy and domestic political considerations in European countries that are grappling with their historical and contemporary views on migration. Meanwhile, Austria’s complete lack of participation reflects the bureaucracy clouding the evacuation process, where security clearances with Israeli authorities complicate even the most urgent of cases.

Calls for prioritizing health over political considerations echo from various quarters, including the WHO, which advocates for a collective responsibility among member states to respond to the healthcare needs of the Gazan population. Emphasizing that the situation is not merely an act of charity, the WHO maintains that every child deserves access to essential care and a chance at a healthier future. As tensions in the region continue and the humanitarian plight deepens, the urgency for coordinated international response remains paramount in the face of escalating health crises faced by Gazans.
