EU Commissioner Advocates for Increased Long-Term Budgeting for Space Initiatives

The European Union is at a crucial juncture regarding its next long-term budget, which spans from 2028 to 2034 and has a projected allocation of €1.2 trillion. EU Commissioner for Defence and Space Andrius Kubilius has advocated for a significant increase in funding toward space projects to enhance Europe’s strategic autonomy and reduce reliance on the United States. He emphasizes that the current Multiannual Financial Framework (MFF) for 2021–2027 allocates merely €17 billion for space-related initiatives, which is insufficient to meet Europe’s burgeoning needs. According to Kubilius, simply maintaining existing space systems will necessitate far greater investment, highlighting an urgent requirement for Europe to establish its own space intelligence and data systems.

The Commissioner pointed to the EU’s ongoing development of the IRIS² project, a notable €11 billion initiative aimed at creating a secure, multi-orbital satellite network for governments and businesses across Europe. Kubilius argued for the necessity of more funding in the next MFF to propel new projects, stating that as Europe builds its own space capabilities, adequate financial resources must be allocated. He warned of the potential pitfalls of underfunding; by 2035, failing to invest in these strategic projects might lead Europe into an unfavorable position in global space and defense capacities.

Historically, Europe held a prominent role in the commercial launcher market and the geostationary satellite sector. However, in recent years, this dominance has waned, with Europe occasionally resorting to U.S.-based SpaceX rockets for satellite launches. Reports, such as one by former Italian Prime Minister Mario Draghi, have indicated that the EU has fallen behind in various space activities and confronted significant supply chain disruptions. These challenges have negatively impacted the profitability of the industry, leading to reduced sales and increased dependence on critical components, such as semiconductors and detectors.

Alongside these funding and competitiveness challenges, Kubilius has articulated a roadmap aimed at re-establishing Europe’s position as a space power. His strategic vision includes continuing the development of flagship space programs, launching an EU space industrial strategy to spur innovation and competitiveness, and ensuring autonomous access to space. Furthermore, he has underlined the importance of strengthening the synergies between defense and space, which are pivotal for enhancing the EU’s overall security architecture. The passing of the EU Space Act, intended to create a unified market for space activities and data, represents one of his significant achievements thus far.

Securing increased financial support in the forthcoming MFF remains critical for Kubilius to realize this ambitious agenda. The upcoming discussions will commence on July 16, when the European Commission is expected to unveil the first components of its post-2027 long-term budget. This moment will set the stage for a considerable contest over funding allocations between longstanding EU priorities and emerging needs, particularly those associated with enhancing Europe’s capabilities in space.

In summary, the EU faces pressing challenges in the realm of space exploration and defense, necessitating strategic funding and initiatives to regain its competitive edge. The Commissioner’s insights highlight the need for a reassessment of funding priorities in the next MFF to ensure that Europe can successfully navigate future challenges and bolster its strategic autonomy in space endeavors.
