Europe Must Rely on Ukraine to Combat Russia Amid Decreased US Support: Think Tank

Russia’s aggressive posture extends beyond Ukraine, posing new challenges that may compel European nations to collaborate more closely in defense. A recent report from the KSE Institute, based in Kyiv, highlights Moscow’s strategic military developments, particularly its long-range and hypersonic weapons, which signal intentions not limited to the ongoing conflict in Ukraine. According to the report, diminishing support from the United States could force Europe to rethink its defensive strategies. The Trump administration previously indicated that the U.S. should no longer act as Europe’s primary security guarantor, necessitating substantial defense investments from EU nations to effectively counter Russian threats. Pavlo Shkurenko, a co-author of the report, emphasizes that Russia is preparing military capabilities that extend to potential naval confrontations in the Arctic, illustrating a broader strategic ambition.

The NATO summit, which recently convened, was dominated by discussions about supporting Ukraine against Russian aggression. President Donald Trump’s demands for NATO members to commit at least 5 percent of their GDP to defense cast a shadow over the summit, raising questions about the commitment of the U.S. to European security. The KSE report underlines that addressing the threat from Russia requires not just increased defense budgets but also strategic investments in cost-effective and scalable technologies. Integrating Ukraine’s military capabilities with those of European nations could enhance overall security, as Ukraine has been rapidly innovating in defense technologies since the full-scale invasion began.

Historically, Russia has showcased its developing military technologies, including long-range and hypersonic weapons like the Sarmat intercontinental ballistic missile and the Zirkon cruise missile. However, the KSE report stresses that these advancements are largely irrelevant to the immediate conflict in Ukraine. Instead, they pose long-term challenges to Western deterrence frameworks, especially as the U.S. appears less willing to maintain its traditional security commitments in Europe. Despite the economic hardships imposed on Russia by international sanctions, the Kremlin continues to bolster military spending, projected to reach 13.5 trillion rubles by 2025. This allocation underscores the potential for Russia to exert influence and threaten European stability.

In the context of evolving warfare, the report recognizes the limitations of traditional defense approaches, particularly against Russia’s drone threats. It cites the inefficacy of conventional surface-to-air missile systems in countering Russia’s drone attacks, advocating for a shift towards advanced technologies like interceptor drones, where Ukraine has developed a significant level of expertise. The KSE report posits that Europe can establish an effective deterrence strategy against Russia through scalable, cost-effective means while calling upon NATO members to leverage Ukraine’s innovations in drone technology. Ukrainian President Volodymyr Zelensky highlighted this need during the NATO summit, urging European partners to invest in joint weapons production.

Zelensky’s remarks further emphasized the capability of Ukraine to produce a substantial number of drones annually and the need for financial backing to enhance this production. His call for increased investments in drone technologies aligns with the KSE report’s recommendations for incorporating Ukraine into European defense structures. Both the report and Zelensky advocate for Ukraine to attain partner or observer status in European security committees, which could allow for a more integrated approach to defense production across Europe.

The KSE report concludes by underscoring the urgency of supporting Ukraine, asserting that the cost of aiding Ukraine’s defense pales in comparison to the potential consequences of a weakened Ukrainian position. Zelensky also pushed for NATO members to agree on increased defense budgets, encouraging a commitment of 5 percent of GDP while earmarking an additional 0.25 percent specifically for Ukraine’s military needs. As NATO leaders debated these financial targets in The Hague, the summit underscored the critical need for Europe to rethink its security strategy in the face of a resurgent Russian threat, ensuring that collective defense is robust and capable of addressing future uncertainties.
