Facial Recognition Technology Aids in Arrest of Suspect Charged with Attacking ICE Officer

FBI investigators identified Robert Jacob Hoopes as a suspect in the injury of an ICE officer during protests in Portland, Oregon, through facial recognition technology, as detailed in a criminal complaint. The investigation began when a photo, shared on OregonLive.com, was analyzed using commercially available facial recognition software which generated a list of 30 potential matching images from public databases. The FBI Portland team reviewed the comparison photos and identified one from a Reed College SmugMug page, which showed a distinctive tattoo on Hoopes’ forearm that matched the individual involved in the anti-ICE demonstration on June 14.

Hoopes was arrested at his home and charged with aggravated assault of a federal officer after allegedly throwing a rock that struck an ICE Enforcement and Removal Operations officer in the face, causing significant injury that required more than basic first aid. The officer’s injury was serious enough to impede his vision due to excessive bleeding. Additionally, the criminal complaint describes how Hoopes was seen with others using a stop sign pole to attempt to break down a door, resulting in nearly $7,748 in damages for replacement.

The nature of the incident reflects a larger context of tensions around immigration enforcement, particularly involving ICE, which has been a focal point for protests. The charges against Hoopes highlight the serious legal ramifications that can arise from protests that escalate into violence. His actions, as described in the complaint, suggest an active and aggressive role in the demonstration, differing from the peaceful intentions often associated with his Quaker background.

Tom Hoopes, Robert’s father, defended his son by emphasizing his lifelong commitment to pacifism and Quaker values. While acknowledging that Robert attended the anti-ICE protest and was involved in some actions, he refrained from elaborating on the specifics of his son’s participation. The support from the Quaker community has been significant, as he indicated that their involvement contributed to the judge’s decision to release Robert. This highlights the communal ties that can provide both emotional and logistical support in legal matters.

Scheduled for arraignment on August 15, Hoopes faces serious consequences if convicted. The U.S. Attorney’s Office for the District of Oregon outlined the potential penalties, which include up to 20 years in federal prison for the assault charge and an additional 10 years for property damage. These charges not only illustrate the legal risks associated with public protests but also reflect the broader societal tensions surrounding issues of immigration and law enforcement.

As the case progresses, it may stir further discussion about the role of technology in law enforcement, the nature of civil disobedience, and the intersection of personal beliefs with political action.
