The confrontation’s backdrop included recent legislative actions, as the Rochester City Council unanimously voted to reinforce its sanctuary policies just weeks prior. This decision aligns with a broader commitment from local advocacy groups, including the Western New York Coalition of Farmworker Serving Agencies. According to Irene Sanchez, the coalition’s Executive Director, their mission centers around ensuring dignity and justice for farmworkers and immigrants, reflecting a community-wide effort to support vulnerable populations amid increasing federal enforcement activities.
