Prosecutor Decides to Release Registered Sex Offender Following Elementary School Kidnapping Attempt

Prosecutors in Colorado have announced plans to drop charges against Solomon Galligan, a registered sex offender accused of attempting to kidnap an 11-year-old boy from Black Forest Hills Elementary School. The 33-year-old faced one count of attempted kidnapping, stemming from an incident in April 2024 where he allegedly chased and grabbed at the child during a recess period. After his arrest, Galligan underwent a mental competency evaluation that concluded he was unfit to stand trial, prompting prosecutors to halt the legal proceedings, despite a video capturing the alarming encounter.

The attempted kidnapping incident sparked widespread fear among parents and the community. Parents expressed their concerns through a ten-page letter to school officials, urging for an independent review of the school’s response to the situation. The video evidence, along with witness accounts, presented a compelling case of the danger posed by Galligan. Dante White, a local parent whose child was present during the incident, described the video as “super scary,” illuminating the high level of anxiety felt by families in the area following Galligan’s actions.

In light of this incident, the Cherry Creek School District initiated an investigation, leading to significant administrative changes, including the replacement of Black Forest Hills Elementary School Principal Amanda Replogle. The school district acknowledged their initial response was inadequate, with Replogle admitting it was a “clear misstep” not to have placed the school on secure status immediately after the attempted kidnapping. This admission reflects a broader concern about the safety measures and protocols in place within the school environment.

Following the investigation, the district emphasized the implementation of new security enhancements and protocols aimed at preventing similar incidents in the future. These reforms include increasing security presence on school grounds and prioritizing mental health support for students. The school district has also provided students with options for safe indoor recess activities to mitigate anxiety, demonstrating an awareness of the psychological impact such incidents can have on young children.

In response to previous criticisms of their handling of safety protocols, the district has taken proactive steps to create a safer environment for students. This renewed focus on security comes as a direct result of community demands for accountability and a more robust approach to situations involving potential threats. The district’s commitment to revising its safety protocols and supporting students emotionally is a positive step toward restoring trust among parents and the broader community.

Though the decision to drop charges against Galligan raises questions about accountability and public safety, the school district’s actions to enhance security measures reflect a desire to ensure that students feel safe while at school. As the community navigates the aftermath of this unsettling event, the focus remains on fostering a secure environment for children and addressing any lingering fears among parents and staff.
