A Kremlin envoy, Kirill Dmitriev, met with President Trump’s senior aide on Russia negotiations, Steve Witkoff, in the White House. This meeting marked the first time in years that a senior Russian official traveled to the United States for talks with American counterparts. Prior to this, Witkoff had visited Moscow and met with President Putin. Dmitriev’s visit to Washington was seen as part of Russia’s effort to improve ties with the United States, following Trump’s remarks expressing anger at Putin’s comments on Ukraine. Despite sanctions imposed on Dmitriev by the Biden administration, the Treasury Department suspended them to allow his visit, and the State Department granted him a travel waiver and visa.

He has focused his messaging on Trump’s financial interests, emphasizing potential profit for the United States in closer ties with Russia. In February, Dmitriev helped broker a prisoner exchange that led to the release of an American teacher from Moscow.
