Joe Biden’s planned trip to Angola, set for October 13, would have been his first visit to Africa during his presidency. However, the trip was postponed due to Hurricane Milton’s threat to Florida, along with a visit to Germany. Critics argue that Biden has not prioritized Africa, despite promises, as China and Russia expand their presence on the continent. Biden’s visit to Luanda seemed hastily arranged as he nears the end of his term, with doubts on whether it matters more to him than to Africa.

Biden first promised to visit Africa in 2020 during a summit with African leaders and made ambitious pledges, including support for the AU’s representation in global institutions. However, many promises remain unfulfilled, with the administration’s slow start to relations with Africa hindering progress. Despite some successes, such as AU’s inclusion in the G20, Biden’s lack of focus on Africa has raised concerns about his commitment to the continent.

The comparison with China and Russia’s engagement in Africa highlights Biden’s shortcomings, with his minimal visits to the continent contrasting sharply with his predecessors. China’s President Xi Jinping has visited Africa multiple times, while Russia’s Vladimir Putin has also engaged with African leaders. Biden’s decision to visit Angola and focus on projects like the Lobito Corridor has raised questions about US intentions in Africa and echoes the exploitation accusations that the US has made against China.

While Biden praises Angola as a close ally, critics highlight the government’s human rights abuses and corruption under President Lourenco. Biden’s closeness to Lourenco risks emboldening the Angolan government, despite ongoing protests against the regime. Experts argue that Biden’s efforts to sway Angola from China or Russia may not resonate with Angolans, who have a history of suspicion towards foreign influence due to past dealings with China.

As Biden’s term nears its end, analysts doubt his ability to enhance his African legacy, especially with his unmet promises and lack of substantial engagement with the continent. The success of his policies now depends on his successor, with concerns that Vice President Harris may not prioritize Africa. Biden’s failure to fulfil his promises and his administration’s gap between rhetoric and action will continue to be a stain on his legacy in Africa, highlighting the impact of unmet expectations.
