The European Union’s push towards a digital transition has significantly transformed how public services and communications are delivered, moving many operations online and relying increasingly on email. While these changes are justified as efforts to modernize the economy and reduce paper usage, the “Keep Me Posted EU” campaign raises concerns about the potential for digital exclusion among vulnerable populations. This initiative is backed by industries related to envelopes, printing, and postage, as well as NGOs advocating for the rights of older adults, disabled individuals, workers, and consumers. They argue that the rapid shift to digital platforms disproportionately impacts seniors, disabled individuals, low-income households, and rural residents, thereby complicating their access to essential services.

A recent report by Keep Me Posted EU highlights alarming statistics regarding digital literacy across the EU. In 2023, only 56% of Europeans possessed basic or advanced digital skills, with significant disparities evident between countries. For instance, nations like Finland and the Netherlands boast proficiency rates over 80%, whereas Romania and Bulgaria fall behind, with rates as low as 27% and 35%, respectively. Furthermore, the issue is exacerbated in rural areas, where just 57% of households in Romania have reliable internet access. This lack of digital literacy and infrastructure creates barriers for these populations, who struggle with crucial tasks like filing taxes, managing medical bills, or paying utility expenses.

In their findings, Keep Me Posted EU also underscores that the choice between digital and paper communications involves not just capability but also personal preference. Many individuals and business owners express a desire to maintain physical records of important documents, viewing paper as a more secure and trustworthy method of documentation. Additionally, a 2025 survey cited by the report reveals that half of the population is concerned about online security risks and feels overwhelmed by screen time, which further underscores the importance of providing alternatives to digital communication.

As the European Commission plans a roadmap for consumer protection laws over the next five years, Keep Me Posted EU stresses the urgent need for inclusivity in these strategies. They advocate for regulations that ensure no consumer is unfairly disadvantaged, particularly those who prefer or require paper options.
